Resident Definition

Residents are defined as those persons who live in the City of Port Washington and are therefore contributing to the tax base through which the Department is subsidized. In cases where the program being run utilizes a Port Washington/Saukville School District facility, a resident shall be defined as persons living within the District.

Fair Share Statement

Port Washington residents make a significant contribution to the operation of the Parks and Recreation Department. City property taxes are the primary source of funds necessary to operate the Department. Regardless of the level of use, each city property owner contributes equally. The Fair Share concept is intended to apportion to non-residents an equalized fee designed to recover operating costs and where appropriate, capital debt costs.

Capital debt costs are those associated with the design and construction of park and recreation facilities which require borrowing and a subsequent annual debt service. The capital cost per household will therefore be added to the non-resident pass fee.

Who Benefits From Parks & Recreation?

People are often unaware of how vital recreation and leisure are to the quality of their lives. While fun, happiness and play are vital to growth and development, the expanded role of the public park and recreation is more critical than ever. Whether we know it or not, programs, services, events and opportunities offered by local, state and national recreation agencies positively impact many areas of our lives and society as a whole. Almost everyone in the world has somehow benefited by public park and recreation programs at some time in their lives-directly and indirectly. The time has come to make the connection between past experiences and today’s success, yesterday’s activities and tomorrow’s physical and mental wellness and today’s taxpayer support and safe communities for our children and grandchildren. So, whether an avid participant or occasional observer, enjoy the benefits. It’s everyone’s right!
